Luther G. Parks Jr., 47, of Roland was shot to death in his vehicle at Chenal Parkway and Cantrell Road at 6:45 p.m. Sunday. Little Rock police reported. A witness told officers the gunman was riding in a white
1984 or 1985 Chevrolet Caprice and used an automatic weapon as he drove past the victim's westbound
1994 Chevrolet Lumina. The gunman escaped west on Arkansas 10. Two witnesses said they couldn't tell how many people were in the Caprice. Detectives were trying to determine the motive for the shooting
and identify the killer. Police said Parks was northbound on Chenal Parkway with the Caprice immediately behind him. One of the witnesses was in a car behind the Caprice. The witness said Parks turned west onto Arkansas 10 and the Caprice quickly pulled alongside the Lumina in the passing lane. The gunman then shot Parks. Parks' car stopped about two car lengths from the intersection on Arkansas 10 and Parks fell out, police said .
I have always thought it ODD that the "so called witness" that was behind the killer's car...knew the year model of the car...but for some reason did not bother to get the tag number.

12/20/2010 Prosecutor says he believes Parks capital murder trial will held next month
It was a year ago that 39 year old Gary Wayne Parks of Germantown, Tennessee was arrested at his home in the Memphis suburb by Mountain Home Police Lieutenant Nevin Barnes and local Arkansas State Police Criminal Investigator Mark Hollingsworth and charged in connection with the 2006 murder of his stepfather, Mountain Home physician David Millstein, at his house in eastern Mountain Home.
Parks, charged with capital murder with aggravating circumstances, waived an extradition hearing, was returned to Mountain Home the next day, entered a not guilty plea and has remained in the Baxter County Detention Center being held without bond with his trial now set for January 24th.
The 12-page probable cause affidavit that authorities filed leading up the formal charges and which outlines the investigation was ordered sealed at the request of authorities who expressed concerns that release of certain information could impact what they said was still an ongoing investigation. Kincade said he now doesn't have a problem with that being unsealed, but the defense apparently does.
Asked if he will seek the death penalty, Kincade, noting they filed the capital murder charge with aggravating circumstances, would only say "that is an option that is on the table."
As for the connection the case may have with the unsolved 1993 shooting death of Parks father in Little Rock, Kincade said that authorities there and here continue to share information but that case is primarily in the hands of the Little Rock Police Department. Authorities here said they believed the investigation into the Millstein murder would provide some information into that murder investigation. At the time of that murder, Gary Wayne Parks' mother, Lois Parks, was married to Luther Parks. Thirteen years later she was married to Dr. Millstein when he was murdered. She was living in Little Rock at the time of the 62-year-old Millstein's death in Mountain Home.
