Germantown Man Arrested, Charged with Stepfather's Murder

GERMANTOWN, TN - A Germantown man is behind bars in Arkansas. He's accused of killing his stepfather three and a half years ago.


Gary Parks was arrested at his Germantown home Monday. He's now in jail in Mountain Home, Arkansas.

Parks is charged with capital murder. If convicted in this case, he could face the death penalty. Those who knew him say, they can't believe it.

“He was a nice guy to talk to. Just passing by, he always said hi. I was shocked that it was him” says a neighbor who wanted to be kept anonymous. The neighbor lives just a few doors down from where 38-year-old Gary Parks was arrested.

Police and SWAT team officers stormed parks' apartment on Poplar Woods Circle.

Parks is accused of killing his step father, David Millstein, in June of 2006.

“Dr. Millstein was found deceased in his home from multiple stab wounds” says Mountain Home Police Chief Carry Manuel.

The case gained a lot of attention in Arkansas because Millstein was a well-known doctor.

“He had a really good following of patients from what I understand and the people I know” says Manuel. “I personally knew Dr. Millstein. He was well-loved by his patients in particular.”

So what led up to Millstein's murder? Right now, police aren't commenting on a possible motive. They also won't say if they think Gary Parks acted alone.

Another strange twist to this story-- Gary Parks' father was murdered in 1993 in Little Rock. Jerry Parks was driving home when someone pulled up next to him and shot him three times. That case remains unsolved.

As for Parks’ criminal past-- he was convicted in Little Rock on drug charges in 2005, and on theft charges in 2002. He does not have any prior convictions in Shelby County.

Crime news out of Baxter County yesterday is worth repeating because of a relationship to the Clinton Chronicles, Clinton death lists and other fanciful right-wing efforts back in the day to bring down President Bill Clinton with any lie at hand, no matter how bodacious.

Among the most outlandish products was the Clinton death list -- a compilation of deaths of people who supposedly knew too much about the dastardly man from Hope. Here's a typical Clinton Death List. Here's Snopes' debunking of the death lists. One of those on the cited death list is notable, however. This death was a favorite of conspiracists because it was an unsolved killing. Says the list:

JERRY PARKS - Head of Clinton's gubernatorial security team in Little Rock. Gunned down in his car at a deserted intersection outside Little Rock. Parks' son [emphasis supplied] said his father was building a dossier on Clinton. He allegedly threatened to reveal this information. After he died the files were mysteriously removed from his house

Now the news. The aforementioned son of Jerry Parks, Gary Wayne Parks (pictured in mug shot yesterday), was arrested Monday in his Germantown, Tenn., home and charged in the 2006 murder of his stepfather, Dr. David Millstein of Mountain Home. Gary Parks' mother, Lois, married Millstein sometime after the death of Jerry Parks in 1993. The Baxter Bulletin article notes that Gary Parks has a lengthy criminal record, including drug and theft busts in Pulaski County. No one has been arrested in Jerry Parks' death and nobody has linked Gary Parks to that death. But ....

I do think it's probably safe to take Bill Clinton off the persons-of-interest list in the 1993 case.

Tonight's Cold Case: Fmr. Private Investigator's 1993 Murder

Tonight we take a look back at the mysterious 1993 murder of Luther Gerald "Jerry" Parks Jr.

How quickly life can change, from a cruise ship photo to a haunting September evening.

"I just went to my knees,"says Denise Hickman.

A former police officer's ride home in Little Rock wasn't supposed to end this way. Not out on a dark road. Not with a gunman beside his car. Not with the piercing sound of gunfire.

"It hurts. No one should die from being murdered. No one should be taken that way," cries Hickman.

The day was ending like so many others had before. Jerry Parks, 47, was driving home to Roland from dinner. The stretch of Chenal Parkway was quiet, remote even. For Parks though, he was on familiar turf.

But the idea of a quiet night at home was about to change forever.
Hickman is Jerry Parks' daughter. She says, "There is not a day goes by that I don't think about my father."

A car came out of nowhere. The driver fired at least 10 shots. Three hit Parks. Windows shattered, the front door punctured. The gunman fled. In the coming days, police worked countless hours collecting bits and pieces of evidence from Parks' car and the general roadside area.

Then Lt. Doc Holladay says, "We will be investigating the background. His associates and family trying to get any information at all to indicate someone that we need to talk to or possible suspect."

Parks was the owner of a security company. He supplied the guards at the 1992 Clinton-Gore campaign headquarters in Little Rock. Speculations grew that Clinton's people were behind Parks' death. Police though ruled out those theories.

But 16 years later, Lt. Terry Hastings says they are no closer to finding the killer.

"We lose a lot of information very quickly because of time," he says. "We really have no evidence to point us in a particular direction."

There haven't been that many people interviewed in this case, really no witnesses. That is because back in 1993, the area of Cantrell and Chenal wasn't what it is today. There were really no homes or businesses, which made it all the more difficult for police to solve.

"There is no closure. It was unnecessary. He was 47. He didn't have to die that way," says Hickman.

Questions loom that this daughter can't shake. What happened that night?

Hickman says, "These people are free. They are living their lives and you know they have hurt a lot of people."

Pictures, greeting cards, and her faith bring comfort. Every day though it's a hurdle. The murder anniversary is the most difficult.

"Yeah it is real hard. I know somebody knows something and I wish they would come clean. Come talk. Tell somebody something," cries Hickman.

In recent months, police have reviewed what few clues they do have. Hastings says they're not giving up, but they need more.

He says, "Right now everybody is still a suspect until we get a clear path we are looking for anybody and everybody."

Meantime, Denise Hickman will keep pushing for the truth.

"I could tell he was proud of me. I loved my father and I would like to see justice served," says Denise.

Hanging onto words she plans to one day make.

"I would tell him I love him and that I am proud to be his daughter," Denise adds.

Jerry Parks' wife, Lois, re-married after his murder. Three years ago, someone stabbed that husband, David Millstein, to death in Mountain Home. Police there won't say if they have any suspects.

Little Rock Police say everyone is still a suspect in Jerry Parks' murder.

Police say old homicide case progresses

Police confirm new information has developed in the three-year-old homicide case of Dr. David Millstein but will not make it public in an effort to protect the investigation.

"There is a lot of new information we have documented that is valuable in the case, but it's not anything we can discuss at this point," Mountain Home Police Chief Carry Manuel said Monday.

Millstein, 62, was found stabbed to death in his home in June 2006. He was a urologist with his own practice and also worked at Baxter Regional Medical Center.

Manuel emphasized that while investigators are constantly working on the case, they must be methodical in their investigation.

"We're still committed to putting together a good case," Manuel said, adding investigators are working closely with 14th Judicial District Prosecutor Ron Kincade. "We're continually moving forward on it. We just feel like there's some issues that need to be covered and the prosecutor sees some more work that needs to be done on the case."

One investigator with the police department and an investigator with Arkansas State Police are primarily working on the case and have documented a "tremendous amount" of information, Manuel said.

Police believe an arrest will be made at some point but do not want to jeopardize the case by releasing any details, as they want to have the best chance for a successful prosecution, Manuel said.

"We're narrowly focused and continue to be," Manuel said. "There's just a little bit more information we need to come across that we need to give to our prosecutor."

Searching for the truth

I have posted an IM below that has important information concerning the murder of my father, Jerry Parks. The Little Rock Police have a copy of this IM in its full content. After reading it there will be no doubt that Jane Parks is responsible for the murder and her son, Gary Parks has covered for her. James Whitten, a friend of Gary's has also helped to protect them.

James Whitten is khybermaster, he is chatting with someone he believed to be Gary Parks, ROO. He was talking to me.


khybermaster: I thought it was three people and only one would make a statement... the other two didn't want to get involved.. seems like that night we drove by the scene they had more than on car load of people off to the side..
khybermaster: seems like one of them what related to someone i knew from the church.. or one of the familes out in roland.
khybermaster: I do remember something about only one person made a statement that was worth anything.. the others saw what happened but weren't close enough to identify the shooters..
khybermaster: something like that.. its been along time ago.. you know it.
khybermaster: by the way.. you know that the gun your dad found was a 380 and not a 9mm.. right..


ROO: I thought it was a 9mm
ROO: you sure


khybermaster: Ok.. it was that gun that chris had bought in his name and mike was carrying it..
khybermaster: chris had the document where he sold it and it was registered in his name.. you dad gave it back to chris..
khybermaster: I talked to chris about it yesterday..
khybermaster: i was concerened about him and i being questioned and i wanted to have a heads up talk with him.. i was at mikes last night


ROO: what did you all come up with


khybermaster: in what meaning.
khybermaster: we talked about it for a few minutes.. i remember i saw that gun cause they tried to sell it me and i didn't want it.
khybermaster: it was like a lorcin or something like that.. low quality and it was a 380 cause we shot it one time when we went shooting.
khybermaster: i do know he needs to make sure his house is clean.


ROO: he still has guns there?


khybermaster: i don;t want to say there is or there isn't.. I don't know either way..


ROO: ill tell him if he does to get rid of them


khybermaster: no don't... i will talk to him about it..


ROO: ok why you


khybermaster: cause I think he is more likely to take it easier from me than from you.. and if he thinks you heard anything like that from me i will hurt our friendship

khybermaster: I am trying to stay out off all this stuff, you know we let this thing go years ago
khybermaster: and i have just had a really bad gut feeling lately that something is really about to hit the fan.


ROO: what will you do if the cops contact you about it


khybermaster: I don't know.. for one thing i am in federal custody so they can't really do anything to me unless they charge me.
khybermaster: but you know i am not the kind of guy to go make statements about anything
khybermaster: but if they want to play nasty with me they could find ways to cause me alot of grief.. alot of my court stuff over the years has just kinda disapeard..


ROO: disapeard?


khybermaster: well like that thing when you and i got arrested..
khybermaster: i was convicted, sentenaced and then they nol processed it after the conviction..
khybermaster: if they pushed the right strings they could try to open that back up against me..
khybermaster: by the way i have taken care of georgia.. so they cant get me extradited.. all i have to do is a few monthes more probation for the feds and then i can file for early release and then i am a totally free man.


ROO: thats good
ROO: how did you get it taken care of


khybermaster: mom paid them off.
khybermaster: to the tune of almost 6,000


ROO: well it is off your record now, right?

khybermaster: no it will be on my record for probably along time,, but the case is closed.. they cancelled the felony warrants and dismissed the probation violations and all that..
khybermaster: have they questioned you about your dads death in the last few years


ROO: no just Davids
ROO: im sure they want to but ive got a lawyer

khybermaster: well see the thing is you already made a statement like 13 years ago so they have to prove you lied to get a warrant to make you give another one..
khybermaster: and since you already made a statement the 5th amendment dosen't apply.
khybermaster: you didn't have a record then see thats the difference.. you could be acting out after your fathers death.. thats could be the root of you misbehavior.. the only thing that matters in your dads death is your record and state at that time..


ROO: I have one now


khybermaster: You have to walk a straight line..
khybermaster: Do you think i should not make a statement if they try to question me

khybermaster: if you remember for the first two or three days i was at yalls house with guns in the bushes.. i was there when they came and got the stuff from the house and they were listening to tapes.. we had to wait in mikes room.. remember i had a whole bag full of guns in the house and then all those cops started showing up.


ROO: what happened to them


khybermaster: to what.. the tapes?


ROO: no the guns


khybermaster: they were all my guns.. remember i was a gun toting retireing drug dealer
khybermaster: i still had money and a house full of stuff when that happened..
khybermaster: now lance had a 9mm.. but if i remember right it didn't shoot right.. it jammed..
khybermaster: i had a 9mm browning high power but i had it on me at all times.
khybermaster: lances gun blew up when he was shooting it .. he sent it back and got another one..

khybermaster: it has been along time .. i have spent alittle bit of time trying to remember the sequences cause i have the feeling they are eventually gonna ask for your or mikes alibi..


ROO: i thought mike said he was at home with mom
ROO: and i was with you, we were doing something and got the call, right

khybermaster: ok.. heres the play by play.. i left roland to goto pinacle mt park to meet somebody for a dope deal or something like that.. i remember hearing the ambulances, i decided to get out of the area,, i was kinda paranoid back then, i came back to the house, i was talking to someone on the phone, someone called and wanted to talk to you, i think it was your mom
khybermaster: we went to leave.. i was driving.. we left the yard and saw mike coming towards my house.. we pulled over.. we talked to him and chris..
khybermaster: i said to them to go ahead and we were gonna stop by your house and call your mom
khybermaster: we stopped at the house and there was a note

khybermaster: we came on the accident where your dads car was,, police were everywhere.. they had markers out where the shell casings were.. there were bullet holes all in your dads car.. blood in the car and seems like a bunch of blood on the highway where they pulled him out of the car
khybermaster: ok.. so the cops came up to us, one cop grabbed me and said who are yall.. i told him.. he said your dad was flown to the hospital..
khybermaster: anyway we jumped back in my car and headed to the hospital
khybermaster: we got to the hospital and mike and them were just pulling up or they were in the car..
khybermaster: and heres the kicker.. chris had that gun in mikes truck and was scared about it.. seems like they put it in my trunk or just left it in the truck i can't remember.
khybermaster: Mike dosen't like to talk about this stuff at all.. I don't feel comfortable asking him any questions.


ROO: where did the gun go after they put it in your trunk


khybermaster: seems like i handed it back to him when we got to your house that night.. and remember i was handing everyone guns..
khybermaster: remember Joe even came out if i remember right.
khybermaster: its been along time.

khybermaster: I looked at everything that was happening i judged peoples reactions

khybermaster: you know if i say no comment to them they are gonna really go crazy on this case..
khybermaster: never did any of the cops ask me anything.. and some of them knew me

khybermaster: but if you remember i had some problems with lrpd back when i was younger and i never ever made a statement..
khybermaster: at that time nobody looked at the family as a suspect.
khybermaster: I am kinda worried about the whole hillary connection.. she is gonna run for president and they need a victory over those old charges of murder against them.. if they could get one good publicized victory it would help them with all of them.
khybermaster: if they could just get enough to charge one of you then they would win big time in the public opinion...
khybermaster: can you see that?


ROO: hell yes


khybermaster: you need to get your mom to admit publicly or by a private doctor that she isn't mentally stable.. that would keep them from trying her
khybermaster: cause she has made alot of statements that don't make her look too good and thats who they are gonna come after.. they are gonna say she did the first one for mike and the second one for you or by you.


ROO: ill talk to her for sure
ROO: try and remember the night at the hospital when mike had that gun do you remember anything else


khybermaster: keep me out of it.. but to be honest i think it would be a good idea for YOU ME CHRIS MIKE and maybe Lance to all sit down out of town somewhere and piece this first one together..
khybermaster: Mike didn't have the gun.. chris did.. and i think i asked them in the parking lot if they had a gun in the car or something like that..
khybermaster: i thought they would search all our cars...
khybermaster: i am not completely sure he put the gun in my car.. thats really kinda blurry.. so much adrenaline going on when we were walking into the hospital.

khybermaster: except for the witness saying it was a middle aged man that pulled the trigger.. that really is the strongest piece of evidence in yalls favour. and that points more to your mom than either of you.

khybermaster: well thats cause denise really thinks you killed david..

khybermaster: how does she picture you having anything to do with it.

khybermaster: all the indicators from the police were that they didn't want to find the killer of your dad, cause if they did they would have done alot more.. i mean i was your and mikes alibi and if they were doing things by the book they would have questioned me.

khybermaster: i am not sure.. i know chris was with him.. so chris was his alibi and i was yours

khybermaster: but it was routine.. all federal felons have to get it.

khybermaster: and if they couldn't have proven it by now then they proabably can't
